Just gonna make this short.
I'm a guy who's not ready for full time college. I wanted to study in the Philippines. Since I haven't fulfilled my GE I doubt I can start a 4 year. Is it possible to fill it outside of the US without having to transfer?
I really don't know the first thing about getting into college. -_-
Been a real lazy kid my life.

I don't blame you for not rushing into college. I don't quite understand your question - you are American, and you want to attend university in Philippines, or just for a little while?
Anyway, its not a good idea trying to do GE in a different country and then transferring back to an American college. Most foreign schools don't really have the same concept of GE that the US does, so it either won't transfer properly or won't even be considered GE at all.
I'd recommend perhaps looking at doing a volunteer program or something before attending college, or maybe joining an American college but studying abroad your 2nd or 3rd year.
