I've accepted my awards letter and there is a $2,700 amount set aside for the cost of a dorm room, if i've already got a room in an apartment what happens to that 2,700?

It depends on the award, but sometimes there is an application part that allows you to apply that money elsewhere, like at the campus bookstore. Some might be set aside in your student account for next year for something else, or they might give it to you.
Your best bet would be to ask the bursar's office, search and see if anyone else has had that experience with that particular type of scholarship, or ask the program's distributors themselves.I'm sure if you explain your need for the money to go elsewhere that is school related, they won't mind.

what happens at UCIrvine is they either mail you the check for the remaining funds or do an EFT (electronic funds transfer) into a checking account if you provided them with the info required. It might be different at other colleges tho. Check with your Financial Aid office.

most colleges send you a check in the mail or a direct deposit if you opted in for it. Almost all have some sort of refund system. Like he said, check with your FA office.
It depends on whether the award is valid for something else that is
a covered educational expense. If you already have an apartment and
already signed the award, you will have to renegotiate another award.
Money for dorm will not automatically go for an apartment. If the
apartment is cheaper or more expensive, it means your financial
situation has changed. Best bet is to notify your financial aid office
of the change. But it is most likely you will not get a check in that
amount. Some "award" are in name only and are what you are expected to
contribute. But because this completely throws out your award letter,
your financial aid office needs to know. Else, next term, you may be
canceled. You should have straightened this out before getting an
award.
